A pioneering Brazilian Lawyer and International Consultant in Norway: meet Celma Hellebust

Celma Hellebust, Lawyer, Honorary Consul for Brazil in Stavanger, and Board Member of the BNCC
Welcome to our member spotlight series where we showcase our inspiring community and its achievements. Today, we proudly introduce Celma Hellebust, a pioneering Brazilian lawyer, Honorary Consul for Brazil in Stavanger, BNCC Board member, and a successful businesswoman based in Norway. With over 20 years of experience, Celma has made her mark as the first Brazilian lawyer to work with Brazilian law in Norway, offering legal support and international consulting services to the Brazilian community.
Celma was born in Botucatu, São Paulo, Brazil, where she graduated as a Lawyer from FMU (Faculdades Metropolitanas Unidas). She worked as a lawyer for 10 years in São Paulo, specializing in business and tax law with German companies in the automobile and auto parts industry as her primary clients. She later went on to pursue a master’s degree in Social Security from the University of Stavanger and had her thesis on risk regulation published in renowned scientific journals.
In 1999, Celma moved to Norway and made Stavanger her home. In Stavanger, she has been actively involved in various projects and initiatives aimed at the Brazilian community. She was part of a Stavanger commune project for immigrant inclusion and a crusade for Brazil’s presence in the Arctic. In addition, she was the first Brazilian lawyer to work with Brazilian law in Norway and was appointed Honorary Consul of Stavanger. In 2002, she participated in the founding of the BNCC (Brazilian Norwegian Chamber of Commerce) and continues to serve on its board to this day.
Celma is also a speaker and businesswoman. She has been giving talks on ‘Brazil in the Arctic’ at the Arctic Circle Assembly in Reykjavik, Iceland since 2016, where she primarily discusses the fragile ecosystems of the Arctic and the Amazon and their comparison. As a businesswoman, Celma established two companies in Norway: Hellebust International Consultant, which offers legal services in Norway, and Hellebust International Consulting AS, which represents Brazilian companies in Norway and provides advice on regulations.
At Hellebust International Consultant, Celma provides support to the community with all matters related to Brazilian law. Her team, which has a presence in both Norway and Brazil, recently partnered with an English law firm to offer a wider range of legal services to companies and individuals. At Hellebust International Consulting AS, Celma works with the representation of Brazilian industries in Norway and helps with health, environment, and safety regulations. She has developed several innovative products for this segment, drawing from her expertise in risk regulation and multidisciplinary teamwork.
Celma’s latest project is a collaboration within a multidisciplinary project to create a card game about violence against women, with another project in development about climate change. Regarding future projects, she believes that environmental issues and the aging population will be future challenges in business and that the Arctic will be a hot topic for discussion.
