Recognizing the growing importance of Brazil as a trading partner and an
attractive place for Norwegian investments, Brazil’s strengthened role on
the international scene as a leader in the group G20 and the importance of
the Amazonas rainforest for the global climate, the Norwegian government did
on 21 June launch an initiative to develop an official Norwegian strategy
for Brazil.


The importance of this initiative was underlined by the presence of no less than 4 members of the Norwegian government (Ministers Gahr Støre, Giske, Solheim and Riis-Johansen) and the Brazilian Ambassador Moreira Lima.

A ministerial project group has been established under the leadership of MFA
(UD) and a reference group representing organizations, NGOs, private business and special interest groups has been appointed to assist the project group. BNCC is a member of the reference group, as are some of our
company members.

By the ministerial project group there will be organized various topical discussion fora. In addition MFA has established a website and a mail address for direct comments:



BNCC will participate actively in the strategy development project.

On 10th August we distributed to our members for comments a first draft on
the BNCC input to the ministerial project group.

The BNCC draft has been discussed in meetings between BNCC and the
ministries and has received positive feedback. Comments have been received
and will be incorporated in the text before finalizing the BNCC input.

On 15th September BNCC and NBCC organized a workshop in Rio de Janeiro
to coordinate the views on issues of strategic importance to Norwegian
business. Premises, process and strategic issues were discussed. Some
important conclusions from the meeting were:

· Emphasize education and technical training as key response to lack  of skilled labor

· New agreements between Brazil and Norway – Trade, tax and Maritime

· Some degree of reciprocal treatment to be included

· List of business areas to be included, as seen both from Brazil
and Norway

Brazil strategy joint meeting Rio
On 23rd September BNCC held a meeting in Oslo to review the outcome of the workshop in Rio. The views expressed in Rio were largely supported while it was agreed that more information is needed for potentially interesting business areas like tourism, aquaculture, fisheries and renewable energies.
The ministerial project group visited Brazil early October. Meetings were held with the business communities in Rio and São Paulo. Experience gained during that visit will be included in the discussions at the Theme Meeting on Trade and Commerce to be organized in Oslo on 8th November.
The official Norwegian strategy is to be ready for political approval early 2011.  Following this, the Norwegian Minister of Trade and Commerce is expected to visit Brazil.
